Who is the client and why did land digitization matter?

The client is a government land administration authority responsible for land ownership and revenue governance across a major Indian state. Decades of paper-based workflows and fragmented cadastral systems made validation, ownership tracking, and dispute resolution slow and unreliable. Sensitive regions lacked spatial visibility, and the absence of standardized digital records resulted in multiple claims for the same land parcel. To safeguard citizen rights, reduce fraud, and accelerate government service delivery, the department turned to GIS Software, ArcGIS ESRI, and Digital Transformation Services, aiming to replace legacy processes with a secure, unified system of record.

Why was digitization urgently needed for land governance?

Land ownership and revenue records were historically managed using manual paperwork and offline registers, resulting in overlapping claims, inconsistent transaction history, and a lack of spatial visibility-especially in sensitive areas. As land transactions increased, the risk of disputes and fraud surged. A digital platform powered by modern GIS Software became essential to ensure accuracy, transparency, and trust.

What solution did this PoC successfully deliver?

To demonstrate the power of digital governance, the team developed an ArcGIS-based Proof of Concept (PoC) that visualized land parcels, ownership history, and transactions to identify anomalies. The project highlighted how even minimal datasets could evolve into a scalable Land Revenue Management System (LRMS) using ArcGIS ESRI and a strong Digital Strategy.

The PoC was built using:

ArcGIS Online for secure layer hosting and centralized parcel access

Used to publish and manage spatial layers in a governed cloud environment, enabling authorized users to securely access parcel boundaries, ownership records, and historical attributes from a single source of truth.

ArcGIS Experience Builder for an interactive land-insights platform

Provided a customizable web interface where administrators and field teams could search parcels, view ownership details, analyze transaction history, and interact with spatial insights in real time-without requiring GIS expertise.

ArcGIS Parcel Fabric for automated parcel creation and lineage management

Automated parcel boundary creation and versioning while maintaining lineage for every change, ensuring traceability of ownership history, subdivision, consolidation, or transfer.

ArcGIS Map Viewer for parcel sketching when geocoordinates were unavailable

Allowed teams to manually sketch or refine parcel geometry directly on the map for areas lacking digitized cadastral coordinates-helping accelerate digitization without waiting for survey updates.

Hosted feature tables and CSV datasets for ownership & transaction history

Structured ownership records, registry details, and transaction events into searchable feature layers and tables, forming the backbone of a scalable land database that can grow from hundreds to millions of parcels.

Python / ArcGIS Notebooks for automation and fraud detection analytics

Enabled automated field validation, transaction cross-checks, and pattern identification to detect duplicates, suspicious transfers, or conflicting ownership claims using configurable scripts and AI-driven logic.
